The Quezon City policemen who cornered former soldier Winston Ragos at a checkpoint on April 21 planted a gun on him after shooting him dead, the National Bureau of Investigation has found.
Based on the documents submitted by the NBI to the Quezon City Prosecutor’s Office, the .38 Smith and Wesson pistol found on Ragos was registered to one Lauro Reyes in 1997. However, Reyes’ wife said he died in 1994.
The NBI’s investigation showed Ragos’ bag only contained a water bottle and ID cards.
Based on the findings the NBI indicted PMSg Daniel Florendo, P/T’s Joy Flaviano, Arnel Fontillas, Dante Fronda and Dalejes Gaciles and PSSg Hector Besas for murder, perjury and planting of evidence.
The report also said that eyewitness accounts and CCTV footages pinned the criminal acts against the six accused.
Apart from criminal acts, the policemen also committed police manual violations such as tampering with a crime scene and failure to call Scene of Crime Operatives to manage the crime scene.
The NBI said Ragos was suffering from schizoprenia due to compounded psychological trauma in connection with his job as a soldier.
