It was not so much a sin of commission as one of omission.
On this note, Sen. Panfilo Lacson indicated Monday Health Secretary Francisco Duque III deserves to be fired not because he “imported” COVID-19 but because he failed to prevent its spread in the early stages.
This was Lacson’s reply to President Rodrigo Duterte, who asked on Sunday night what Duque did to deserve his dismissal from the Cabinet.
“’You want me to fire Duque?… He did not import Covid-19.’ … No sir. The Covid-19 importers are the virus-infected couple from Wuhan, China who spread the virus in Manila because your Secretary Duque miserably failed to do a simple contact tracing,” Lacson said in his tweet.

In his televised address Sunday night, Duterte questioned those who want Duque fired, asking them what Duque had done to deserve dismissal.
“Do you want me to fire Duque? Anong kasalanan ng tao? He did not import COVID; he was there all the time when infection was overwhelming,” he said.
Earlier, Lacson scored Duque for failing to conduct proper contact tracing after a couple from Wuhan in China arrived in the Philippines earlier this year.
Lacson also twitted Duque for passing blame on others for the Department of Health’s shortcomings in addressing the COVID-19 threat.
At least 14 senators including Lacson had also passed a resolution seeking Duque’s resignation due to his pattern of failure.
