Senator Panfilo Lacson has shrugged off the appointment of former police officer Cezar Mancao as head of the Department of Information and Communication Technology’s (DICT) cybercrime center, saying it’s President Rodrigo Duterte’s prerogative.
Lacson was asked for comment on Mancao’s appointment Friday (September 11) in an interview on ANC’s “Headstart.”
“Two words: presidential prerogative. The President can appoint an angel, the President can appoint a devil, the President can appoint even Lucifer to any government post basta’t presidential appointee,” he said.
Mancao implicated Lacson in the abduction and killing of publicist Salvador “Bubby” Dacer and his driver, Emmanuel Corbito, in 2001. However, he later retracted his testimony against the senator.
Lacson has said he has already forgiven Mancao for linking him to the Dacer-Corbito murders.
