Senator Bong Go has endorsed the Senate committee of the whole’s report recommending the filing of charges against Health Secretary Francisco Duque III and a number of former and incumbent Philhealth officials over the alleged anomalies within the state-run health insurer.
In a manifestation read during the Senate session Tuesday (September 1), Go said that while he agrees with most of the findings and recommendations of the Senate panel, he believes only President Rodrigo Duterte should change Cabinet Secretaries.
“I agree with most of the recommendations stated in the Committee Report. However, I leave it to the President to judge as the sole appointing authority, if there is a need to make changes in his Cabinet. This is my only reservation upon signing the Committee Report,” the senator said.
In its report, the panel said Duque, resigned Philhealth chief Morales and other ranking officials should be held liable for graft and malversation over the “improper and illegal implementation” of the interim reimbursement mechanism (IRM), which allowed payments to be advanced to hospitals and other medical facilities.
“We are in the middle of a pandemic and we should not change horses mid-stream… However, it may be a worse course of action for this chamber to sit idly by knowing how mismanaged PhilHealth is,” saad ni Senate President Vicente Sotto III said in his sponsorship speech.
