Drilon: Like House suspension, no need for special session for Senate to cut recess

President Rodrigo Duterte need not call another special session for the Senate to take up the budget in plenary sooner than what’s set in the legislative calendar, Senate Minority Leader Franklin Drilon said.

In a DWIZ interview, the senator said Senate Majority Leader Migz Zubiri was correct to say that the Senate could resume session on November 9 instead of November 16, the date originally set for resumption of session.

“Tama iyon. Ako ang nag-suggest na mag-session kami ng November 9. Initially ang reaction ko ay magpatawag ang Pangulo ng special session,” Drilon said.

“Pero pinag-aralan ng komite na pwedeng putulan yung recess,” he added.

Drilon noted that this was also what the House under former Speaker Alan Peter Cayetano did when it abruptly suspended session on October 6, a week ahead of the supposed October 16 suspension in order to avoid a takeover. But the new Speaker Lord Allan Velasco was able to wrest control of the chamber anyway despite the suspension.

“Ganoon din naman ang ginawa ng HOR, maaga silang nagsuspinde. Hindi naman adjournment ito kung hindi suspension lang,” the senator said.
