Tsugi sa CamSur! House removes Cayetano as caretaker of Andaya’s bailiwick

Just three days after his infamous ouster from the House leadership, embattled Taguig-Pateros Rep. Alan Peter Cayetano has reportedly lost another political capital after being replaced as the legislative caretaker of the 1st district of Camarines Sur.

Around past 2 a.m. of October 16 when the special session was suspended upon the request of acting majority floor leader, a move was reportedly made for the replacement of Cayetano as caretaker of Camarines Sur’s first congressional district—the post previously held by the late Rep. Marissa Andaya who passed away last July.

Deputy Majority Floor Leader Mikee Romero (1-PACMAN Party-list)—who was sacked by Cayetano’s henchmen but later reinstated following the ouster of the Taguig-Pateros congressman from the House leadership last Tuesday—immediately acted on the motion.

Cayetano was replaced by Rizal Rep. Jack Duavit as legislative caretaker. Duavit, the late Andaya, as well as his widower, former House Majority Floor Leader Rolando “Nonoy” Andaya Jr. all belong to the Nationalist People’s Coalition (NPC).

Politiko learned from several congressional insiders that the first legislative district of Camarines Sur only has P443.86-million worth of infra allotment under the submitted 2021 National Expenditure Program (NEP).

The allotment reportedly ballooned to P3.515 billion when Cayetano was appointed by his colleagues as officer-in-charge of the said congressional district in July.

Several congressmen have reportedly their raised eyebrows over the budget increase and speculated that it was placed in favor of the former Speaker’s party mate and favorite henchman, Camarines Sur 2nd district Rep. Luis Raymund Villafuerte who was ousted as Deputy Speaker for Finance last Tuesday.

The Andaya and Villafuerte clans are fierce political rivals in Camarines Sur.

Last month, Negros Oriental Rep. Arnulfo Teves blasted Cayetano and his close allies, particularly Villafuerte over the alleged unfair distribution of infra allotments in the 2021 NEP through the budget the Department of Public Works and Highways (DPWH)—Villafuerte with P11.8 billion, while Taguig’s two congressional districts, which is controlled by the former Foreign Affairs secretary and his wife, Rep. Lani Cayetano have P8 billion. (CMC)
