President Rodrigo Duterte expressed concern on Monday about the use of explosives used for mining activities by the communist New People’s Army.
In a taped public address aired on state-run PTV-4 early yesterday, Duterte ordered the Department of the Interior and Local Government to supervise the sale of explosives used for blasting at mine sites.
“Iyang mga IED ng komunista, ipasok ko na lang lahat. Saan ninyo kinukuha ‘yan? Sige nga. Where do you get your explosives, powder? Karamihan diyan galing sa mina,” the Chief Executive said.
“Double check tayo ngayon. It must be cleared by the police and supervised strictly. And then when you go to the area, go to the commanding officer of the military there and let him know that you have bought these explosives para pag ginamit na ninyo ‘yan, mabantayan. Not really there present but we would know ilang pulbura napabili sa inyo,” he added.
Duterte said the communist rebels violate the Geneva Convention by using improvised explosive devices against state troops.
“Kasi ang karamihan ng sundalo ko pati pulis, ang ano nila is IED. Iyan ang panlaban nila. And yet, you know, Geneva Convention does not allow it. But you know when the communists use it, they justify it. Self-detonation or something, hullabaloo. You go into a rigmarole, ang tawag diyan, paikot-ikot na istorya,” he also said.
