DICT adopts CHIP framework to boost PH internet services

The Department of Information and Communications Technology (DICT) has adopted the Connect, Harness, Innovate, Protect (CHIP) conceptual framework in a bid to improve the internet service in the Philippines, according to Cabinet Secretary Karlo Nograles.

“Government recognizes that there are existing challenges in our efforts to connect our people and this is due to several factors such as a one tower to 4,000 households ratio, the minimal use of poles or micro towers and in-building solutions in CBDs, the low number of towers, fiber, backhaul, and fiber network, and inadequate investments in connectivity especially in missionary areas,” Nograles said in a PTV-4 interview Tuesday.

The Palace official assured that efforts are underway to address the country’s internet connectivity problems.

These include easing regulatory burdens through progressive regulations and policies such as the entry of a third telco and an issuance of a Joint Memorandum Circular on tower permits, and initiatives to spur growth and expansion through catalytic programs and projects.

Following the CHIP framework and ongoing DICT efforts, Nograles said an average of 5,000 towers per year are expected to be built over the next three years.

The government also plans to continue fast-tracking programs and projects such as the National Broadband Program, the Free Wi-Fi for All, and the National Government Data Center, he concluded.
