May gustong kumita! Drilon asks why Philhealth pays P8K for COVID-19 testing when Red Cross charges P3,500

Some people want to make money out of the COVID-19 crisis.

That’s the hunch of Senate Minority Leader Franklin Drilon as he questioned Thursday (May 21) Philhealth’s package for COVID-19 testing.

Under Philhealth Circular No. 2020-0010, the state health insurer can pay anywhere between P2,710 and P8,150 for COVID-19 testing, depending on how the test kits were procured by accredited laboratories.

In an interview over DZRH radio, Drilon said the Philippine Red Cross is capable of doing COVID-19 tests for P3,500.

“Nagtataka ako kasi bakit sa agreement ng Philhealth at Red Cross, pumapayag ang Red Cross na P3,500 lang ang bawat test. Alam pala ng Philhealth ang presyo. Bakit naman ang kanilang standard ay P8,150,” he said.

Drilon expressed doubts on Philhealth’s explanation that its testing fee depends on whether the machine used was donated or not.

“Sa isang laboratory, pwede dalawa ang testing machines – isang donated at binili. Sasabihin ba ng hospital na donated machine yung ginamit. Talagang may kalokohan. Mayroong balak kumita,” he said.

Drilon said Philhealth’s COVID-19 testing package could be overpriced by as much as P8 billion if two million Filipinos were to be tested for the virus.

He urged Philhealth to look into the alleged anomaly even as Philhealth president Ricardo Morales said no amount has been paid yet to accredited testing laboratories.
