Senator Juan Miguel Zubiri has filed a bill extending the validity of President Rodrigo Duterte’s special powers to address the COVID-19 crisis.
Senate Bill 1546 seeks to extend the effectivity of the Bayanihan to Heal as One Act (RA 11469) until September 30, 2020.
The bill, however, states that powers granted under the Bayanihan Law may be withdrawn sooner by Congress through a concurrent resolution or ended by a presidential proclamation.
A counterpart bill has been filed in the House of Representatives by Cagayan De Oro Rep. Rufus Rodriguez.
Congress passed the Bayanihan Law to help the government address the COVID-19 pandemic. Among its key provisions include giving Duterte authority to realign funds for expenses related to the crisis.
