
The anti-terrorism bill pending in the House of Representatives is “as good as passed” after it was certified as urgent by President Rodrigo Duterte, Senate President Vicente “Tito” Sotto III said Tuesday (June 2).
“Yes it’s as good as passed. It will just need my signature if it comes back to us after ratification then I will transmit to the President,” Sotto told reporters.
Duterte wrote House Speaker Alan Peter Cayetano Monday (June 1) certifying House Bill 6875 as urgent.
Certifying the bill as urgent allows the House to pass it on second and final reading in one day.
Duterte said HB 6875 will “address the urgent need to strengthen the law on anti-terrorism in order to inadequately and effectively contain the menace of terrorist acts for the preservation of national security and the promotion of general welfare.”
Two House committees passed last week the bill, which seeks to amend the Human Security Act of 2007. The Senate earllier passed its version of the bill on third and final reading.
Concerns have been raised over certain provisions in the law, which some believe might violate human rights.
