Duterte renews franchise of Zamboanga-based broadcast firm

By Prince Golez

President Rodrigo Duterte has renewed the franchise of Golden Broadcast Professional Inc. (GBPI) for another 25 years.

The renewal of the Zamboanga City-based GBPI’s franchise would allow the firm to construct, install, establish, operate and maintain radio and television broadcasting stations across the country, according to Republic Act (RA) 11477 signed last June 25, 2020.

Under the law, the grantee must secure from the National Telecommunications Commission the appropriate permits and licenses for the construction and operation of its stations or facilities and must not use any frequency in the radio/television spectrum without authorization from the NTC.

The firm shall also provide free and adequate time for important public announcements and warnings concerning emergencies and calamities as well as sound and balanced programming, and conform to the ethics of honest enterprise, RA 11477 stated.

It likewise mandates the GBPI to submit an annual report to Congress on its compliance with the terms and conditions of the franchise and on its operations on or before April 30 of every year.

The annual report must include an update on the roll-out, development, operation and/or expansion of business; audited financial statements; latest GIS (general information sheet) officially submitted to the SEC (Securities and Exchange Commission), if applicable; certification of the NTC on the status of its permits and operations; and an update on the dispersal of ownership undertaking, if application.
