Magkakaalaman na: Ping to address claims against anti-terror bill in Wednesday webinar

Sen. Panfilo Lacson expects to address on Wednesday, June 24, the criticisms hurled against the proposed Anti-Terrorism Act of 2020, when he speaks at a webinar.

Lacson said the webinar by the Management Association of the Philippines will start at 2 p.m., with his talk followed by a question-and-answer.

“My thanks to MAP for inviting me to speak (Q&A after) in a webinar at 2pm tomorrow, June 24. It is an opportunity to address the issues and criticisms raised against the Anti Terror Bill by the IBP, human rights groups and their guest last week, retired SC Justice Carpio,” he said in a post on his Twitter account Tuesday.

Earlier, Lacson said Carpio may have been mistaken on several material points of his interpretation on the contents of the proposed Anti-Terrorism Act of 2020.

Carpio had claimed at the MAP webinar last June 17 that the anti-terrorism bill goes against the 1987 Constitution.

“With all due respect to former Justice Antonio Carpio, who I continue to admire and respect, he is mistaken on several material points in his interpretation on the contents of the Anti-Terrorism Bill,” Lacson said in a statement.

Carpio, in criticizing the bill, claimed Section 29 gives too much power to the Anti-Terrorism Council, including judicial powers.

But Lacson had pointed out this is a wrong claim since Section 45 of the same bill made it clear the Anti-Terrorism Council will not have judicial or quasi-judicial powers.

Lacson had also sent the IBP a 13-page letter reply refuting its claims that some parts of the bill go against the Constitution.

“I had addressed many of the concerns he raised, in my letter reply to the Integrated Bar of the Philippines. I hope those who share his concerns take time to read it,” Lacson said.
