A lawmaker questioning the Filipino citizenship of ABS-CBN chairman emeritus Gabby Lopez proposed allowing dual citizens to run for public office without giving up their foreign citizenship.

ABS-CBN reported Wednesday (June 3) that SAGIP party-list Rep. Rodante Marcoleta filed a bill in the 17th Congress that would’ve allowed dual citizens to be elected to or appointed to a government position without giving up their foreign passport.

Marcoleta was the sole author of House Bill 3737 filed in September 2016. It never got past the House justice committee.
Republic Act No. 9225, or the Citizenship Retention and Re-acquisition Act of 2003 requires a candidate to renounce his or her foreign citizenship upon filing the certificate of candidacy.
Marcoleta, an Iglesia Ni Cristo member, has raised Lopez’s dual citizenship as a reason why ABS-CBN shouldn’t be given a new, 25-year franchise.
At the continuation of the congressional hearings on ABS-CBN’s franchise Wednesday, Marcoleta said media companies should be wholly owned by Filipino citizens.
The Constitution, however, is silent on whether media companies could be owned by dual citizens.
“Ang pagmamay-ari at pamamahala ng mass media companies ay limitado lang sa mga Pilipino. Walang problema doon kung siya lang ay Pilipino, hindi Amerikano,” Marcoleta said.
