‘Di pwedeng pabayaan! Conchita Morales: People should check how gov’t officials use power

Former Ombudsman Conchita Carpio Morales has urged the public to closely watch those who will abuse the powers given by laws including that of the Anti-Terrorism Act of 2020.

“The people should watch closely how the power wielders exercise the newly legislated powers on top of the vast array pf already existing government powers,” she said during the recent graduation rites of the University of the Philippines (UP) College of Law.

“Public officials thus need to account for the use of the power,” she stressed.

With this, the retired Supreme Court (SC) magistrate pointed out that the people “deserve to check whether these public officials pass or fail in this test.”

“It they seriously fail and commit abuse of such power, they should not go unpunished,” she said.

Morales reminded “government power emanates from the people.”

“Those granted the power ought to bring back the power to the people by empowering them,” the retired magistrate said.

Despite the “unprecedented times” caused by the pandemic, Morales said this is “not an excuse for incompetence.”

“It is not an excuse to run roughshod of the fundamental laws,” she said.

“In fact, it is in dark hours that competent leaders are tested under extreme circumstances,” she added.
