‘Hindi magna cum laude’: DSWD gets ‘passing’ grade from Roque despite slow SAP rollout

Malacañang on Monday gave the Department of Social Welfare Development (DSWD) a passing grade in its distribution of the second tranche of the government’s Social Amelioration Program (SAP) to assist coronavirus-affected families.

“Siguro hindi magna cum laude ang grade pero pasado naman. Dahil unang-una yung delay dahil talagang nag-verify sila na walang double entries at ito ang dahilan kung bakit nabawasan sila ng mahigit kumulang ng isang milyon,” Presidential Spokesperson Harry Roque said in a briefing.

Roque also blamed the local government units (LGUs) for the slow rollout of financial aid to the additional five million beneficiaries.

“Yung sa limang milyon naman na mga bagong pangalan na bibigyan ay mga mahigit tatlong milyon lang ang naibigan ng mga LGUs sa DSWD,” the Palace official explained.

“Gayunpaman, humihingi po kami ng abiso kung nagkaroon ng inconvenience doon sa mga mahabang pila pero I can assure na nakipag-coordinate ang DSWD doon sa FSPs (financial service providers) at saka kino-communciate naman sa mga recipients na hindi kinakailangang mag-unahan para kunin yung kanilang mga pera,” he added.
