Martial law in Sulu? Duterte listens to men on the ground: Palace

President Rodrigo Duterte will take into consideration recommendations to declare martial law in Sulu province after the twin explosions in Jolo town that killed 15 people and injured dozens others, his spokesman said.

Both the Armed Forces of the Philippines and the Philippine National Police have recommended to place the province under military rule following Monday’s bombings.

“Let’s just say the recommendations have been made and the President listens to those on the ground,” Presidential Spokesperson Harry Roque said in an interview with CNN Philippines.

Roque, however, said Congress and the Supreme Court must also give its support to this initiative.

“The President will of course consider this recommendation as will both Congress and the Supreme Court because a declaration of martial law contains safeguards not found int he 1935 Constitution,” according to him.

“Now, there will have to be notice given to Congress sand Congress would have to be satisfied with both the legal and factual basis for the declaration and this is without prejudice to judicial review on both the factual and legal considerations for the imposition of martial law,” he also said.
