Para di na maulit pa: Ping eyes remedial legislation to shield PhilHealth from corruption

To shield the Philippine Health Insurance Corp. (PhilHealth) from corruption, legislation may be needed to strengthen its board, and take away some powers of its executive committee.

Sen. Panfilo Lacson said Sunday he will recommend this to Senate President Vicente Sotto III as part of remedies to prevent a repeat of the corruption at PhilHealth.

“Ire-recommend ko kay SP, palakasin natin ang board at bawasan natin ng power ang executive committee. Kasi sa investigation namin ang nakita namin doon, masyadong powerful ang executive committee,” Lacson said in an interview on DZBB and GMA News TV.

He said the execom had rendered the board almost powerless, with the board being just “ministerial.”

Lacson said the PhilHealth board should be the one giving the policy direction, and approve moves before the President-CEO and Execom can act.

Also, Lacson said the remedial legislation may include limiting the membership of the board.

“Ex-officio members ang Cabinet members, hindi porke’t lahat na Cabinet na may kinalaman, ipapapasok diyan. Dapat pili lang, DSWD, DOLE. Ang talagang may pakialam, DBM, DOF. Yan ang talagang members ng board, tapos ex-officio ang DOH secretary,” he said.
