Pasok sa graft pero mas mahirap sa plunder: Lacson explains charges recommended by Senate vs Philhealth execs

It will be up to the task force created by President Rodrigo Duterte to decide if officials of the Philippine Health Insurance Corp. (Philhealth), including president and chief executive officer Ricardo Morales, could be held liable for plunder, Senator Panfilo Lacson said Sunday (August 23).

In an interview over dzBB radio, Lacson said Philhealth officials could be liable for graft but they will be harder to prosecute for plunder.

Puwedeng pumasok sa plunder kaya lang mas mahirap i-prosecute ang plunder kasi nga nagkaroon ng jurisprudence,” he said.

“Mas madaling ipasok sa Anti-Graft, pero wala namang magpe-prevent sa task force kasi hindi naman kami ang magfa-file ng demanda kundi ‘yung task force na crineate ni Presidente na pinapangunahan ng DOJ secretary,” Lacson added.

The senator said the Senate will recommend the filing of graft, malversation and other charges against Morales and other Philhealth officials based on their findings from the legislative investigations that happened this month.

The Senate committee of the whole recently wrapped up its investigation on the alleged anomalies within the state health insurer. Senators are now preparing a report.
