Deputy Speaker Luis Raymund Villafuerte got the biggest slice of the Department of Public Works and Highway’s (DPWH) P7.3-billion budget for Camarines Sur for 2021, thanks to his closeness to House Speaker Alan Peter Cayetano.
A document obtained by Politiko showed that the 2nd district of Camarines Sur represented by Villafuerte got P3,304,781.00 from DPWH. The amount will go to 33 infrastructure projects, which include a new school, as well as several roads and bridges.
Villafuerte is one of two lawmakers from Camarines Sur who got more than a billion pesos from DPWH for 2021. 5th district Rep. Jocelyn Fortuno has been allocated P1,243,764.00 for infrastructure projects.
Camarines Sur’s P7.3-billion infrastructure budget is lower than the P11.8 billion that Negros Oriental Rep. Arnolfo Teves Jr. claimed when he confronted DPWH Secretary Mark Villar Thursday (September 17) about the supposed disparities in the allocations for congressional districts.

Villafuerte has defended the supposed hefty infrastructure budget given to Camarines Sur by saying that the amount is for five districts, which translates to around P2.3 billion per district.
He also dragged former Negros Occidental Rep. Albee Benitez into the issue, claiming Teves’ expose is part of a ploy to delay the passage of the proposed P4.5-trillion national budget by Benitez and Marinduque Rep. Lord Allan Jay Velasco.
