The suspension of the sessions of the House of Representatives until next month will not affect the passing of the 2021 budget on time, Malacañang assured Wednesday.
Presidential Spokesperson Harry Roque said the Senate can now proceed with their deliberations even the Lower House failed to pass the spending bill on third and final reading.
The House suspended its session Tuesday, a week earlier than the October 16 congressional break, after approving the proposed P4.5 trillion budget for 2021 on second reading.
“When a proposed law is passed on second reading, the third reading is ceremonial,” Roque told CNN Philippines.
“What is important is that the House has already commenced its deliberation on the budget, meaning the Senate can also act on the budget already. There is no requirement that the Senate must wait for the approval of third and final reading,” he added.
On Senate President Vicente Sotto III’s comment that the House “disregarded” the priority request of the President to pass the budget, Roque said: “I think everyone is just playing safe.”
