Tipid sa toll fees: Lito Atienza wants 20% discount for seniors, PWDs

By Billy Begas

Deputy Speaker and BUHAY Rep. Lito Atienza has filed two measures granting 20% discount to senior citizens and persons with disability (PWDs) on skyways and expressways whose toll fees are paid through the radio frequency identification devices (RFID) or similar systems provided that the vehicle is registered in their names.

Senior Citizens will be required to submit any government-issued identification card showing their date of birth while PWDs need to submit a copy of their PWD ID to the toll operator when applying for or buying RFID loads.

Atienza filed the measures after reading the article written by Atty. Romulo Macalintal which states that “Congress abandoned our elderly and PWDs” when it amended the Expanded Senior Citizens Act of 2003 and the Magna Carta For Disabled Persons, which removed their RFID privileges by deleting the word “skyways”.

“Indeed, a review of these laws clearly showed that what otherwise would have been granted to our SCs and PWDs as part of their benefits were denied of them”, Atienza said.

As pointed out by Macalintal, Atienza said it will not be difficult to apply the 20% RFID discount. He said a PWD or Senior Citizen buying a P1,000 load may pay P800 or the beneficiary can be given a P1,200 load instead.

Macalintal expressed his thanks and gratitude to Atienza for taking up the cudgels for Senior Citizens and PWDs.
