Marinduque Rep. Lord Allan Jay Velasco celebrated what could be his best birthday ever on Monday (November 9) as he finally achieved his dream of becoming the House Speaker.
Wresting the speakership from Taguig Rep. Allan Peter Cayetano was such an achievement for Velasco that he had to take his oath as Speaker again before President Rodrigo Duterte on his birthday.
Based on photos released by the Presidential Communications Operations Office (PCOO), Velasco’s oath taking took place at Malacanang. It was witnessed by his wife, Rowena, and allies, including Deputy Speaker Mikee Romero, House Minority Leader Stephen Paduano and Negros Oriental Representative Arnolfo “Arnie” Teves Jr.
Velasco took his oath for the first time after he was elected Speaker in proceedings held at the Celebrity Sports Plaza in Quezon City on October 12. His election was formalized at a session in Batasang Pambansa the following day.
Politiko reported that birthdays were a major consideration in the negotiation between Cayetano and Velasco on the speakership. Cayetano did not want to step down on October 14, the date wanted by Velasco, because he wanted to remain Speaker when he celebrated his 50th birthday on October 28.

Velasco, however, said he wanted to be the Speaker when he celebrated his birthday.
Politiko’s report was confirmed by Cayetano in a September 30 speech at the House.
