Ping: DPWH secretary Villar ‘not corrupt’

Department of Public Works and Highways Secretary Mark Villar is not corrupt as there is no proof of him engaging in corruption, Sen. Panfilo Lacson said early Thursday.

Lacson, in his interpellation of the DPWH’s budget for 2021, said they have found no evidence so far that has Villar dipped his fingers into any of the shenanigans in the agency.

“(I)f we found any proof of evidence that the secretary or any officials had gotten involved directly or indirectly with any corrupt activities in the department, I would not hesitate to say so even in their faces. In actual fact … we haven’t heard even from the rumor mill that Sec. Villar has dipped his fingers into any of the shenanigans that some sectors say are almost of public knowledge in the agency,” he said.

He added that when he and his staff scrutinize the DPWH’s budget and raise issues on the appropriation and utilization of funds by the agency, “we do so without the slightest intent of casting doubt on the integrity of Sec. Villar and any of his undersecretaries.”

During his interpellation, Lacson bared issues including whopping insertions, re-appropriations, overlapping projects, modifications involving poor planning, and embedded right-of-way costs.

He also reiterated his call to set aside at least for 2021 non-priority projects such as multi-purpose buildings (MPBs), in favor of helping LGUs hit by recent typhoons.

Still, he stated for the record that he agrees with President Rodrigo Duterte, “albeit not completely,” that Sec. Villar is not corrupt. “Not because he is rich but because he is not corrupt, period.”
