Sen. Panfilo Lacson thus lamented on Friday the greed that triggered the juggling of funds in the budgets not only of the Department of Public Works and Highways but of other agencies for 2021.
“Congress bicameral committee report: P83.87B of DPWH infra projects migrated to new areas while appropriations worth P55.52B disappeared. As if it wasn’t enough to satisfy their greed, they cut the budgets of other departments by P28.35B. Story of our lives,” Lacson said in a post on his Twitter account.

On Wednesday, Lacson questioned how the DPWH had its budget for 2021 increased despite its long history of underspending.
In contrast, he noted the Department of Information and Communications Technology, which needs an P18-billion fund boost to implement a national broadband program that can save government some P34 billion in five years, got only a “useless” increase of less than P1 billion – not enough for proper implementation.
Lacson added the juggling of funds in the DPWH budget indicated “massive realignments and insertions introduced by the legislators.”
“It begs the question: is this an election campaign budget?” he said.
