Duterte to sign EO speeding up LGU vaccine procurement when necessary: Palace

President Rodrigo Duterte will sign an executive order (EO) allowing local government units (LGUs) to buy coronavirus (Covid-19) vaccines without public bidding if necessary, Malacañang said.

“Kung kinakailangan po, wala pong problema iyan dahil ang posisyon ng Presidente eh kung kinakailangan iisyuhan,” Presidential Spokesperson Harry Roque said in a televised briefing Thursday.

Roque was reacting to LGUs’ call for the issuance of an EO authorizing them to directly purchase Covid-19 vaccines from manufacturers without holding a public briefing.

“Alam kong mayroon nang mga hakbang na ginagawa sa Kongreso para magpasa po ng batas na magkakaroon po ng exception doon sa Government Procurement Act para sa ganoon ay makabili nga po nang walang sagabal ang mga lokal na pamahalaan ng kanilang mga bakuna,” according to the Palace official.

House Speaker Lord Allan Velasco, House Majority Leader Martin Romualdez, and House Minority Leader Stephen Paduano earlier filed House Bill No. (HBN) 8648 that seeks to exempt local governments from compliance with the strict public bidding requirement when procuring vaccines for their constituents.

HBN 8648 also proposes to create an indemnification fund for the adverse events following immunization.
