Mas madaling magkabahay: House OKs rental subsidy for informal settlers

By Billy Begas

The House of Representatives on Wednesday approved on second reading a measure establishing rental subsidy program for informal settler families who were displaced due to natural or man-made disasters.

The proposed Rental Housing Subsidy Program Act (House Bill 8736) was approved via voice voting.

Negros Occidental Rep. Francisco Benitez, chairperson of the House Committee on Housing and Urban Development said the rental subsidy will not exceed P3,500 for Metro Manila beneficiaries.

The rental subsidy rate outside Metro Manila will be determined by the Department of Human Settlements and Urban Development (DHSUD) and the National Economic Development Authority (NEDA).

The beneficiaries shall pay to the lessor the portion of rental fee if it exceeds the rate covered by the subsidy.

The subsidy will be given to eligible beneficiaries until the date of completion of the permanent housing project intended for them or upon their actual transfer to the permanent housing project, whichever comes first.

The measure will require informal settler families to vacate the informal settlement area they are currently occupying and transfer to a safer area in order to be eligible to receive the rental subsidy.
