Even before Congress approved the proposed Bayanihan 3, a party-list solon urged the Department of Budget and Management (DBM) and Department of Interior and Local Government (DILG) to start looking for ways on how to swiftly distribute the P1,000 cash assistance for all Filipinos.
“It happens all too often that although Congress is able to approve well-written consensus-backed laws, problems arise during implementation,” Rep. Alfredo Garbin said.
Under the proposed Bayanihan to Arise As One or Bayanihan 3, all Filipinos will receive P1,000 cash aid for two months. The House Committee on Economic Affairs allocated a total of P216 billion for the two-tranche distribution.
“Noting the current sentiment and preference of the House of Representatives to download Bayanihan 3 funds direct to the barangays, the DBM and DILG should, as early as now, figure out how the funds transfers can be made swift, reliable, verifiable, and the funds beneficiaries are supposed to receive must be completely intact and accounted for,” Garbin added.
Garbin said the DBM should now create a database of barangays that will receive the funds.
“However, if the DBM can find ways to download funds directly to beneficiaries, that would be better. We simply want to best and fastest way for the funds to get to beneficiaries,” he added.
The solon said that there should be some way for the money transfers to be easily confirmed in much the same way as cash remittances are confirmed upon completion of the transaction and meeting Know Your Customer procedures.
