‘Kainis!’ Marcos laments DOH’s unobligated funds ‘gone to waste’

Senator Imee Marcos on Thursday lamented the Department of Health’s unobligated funds that the agency had to return to the treasury for failing to spend it on time, leaving scores of health workers unable to get their special risk allowance (SRA) and other benefits.

“Sa unobligated funds, ibabalik na yon sa National Treasury dahil hindi na-implement ng DOH – sayang!” the chair of the Senate economic affairs committee said.

“Kainis, hirap kaming maghanap ng perang yan at pinaglaban namin ng todo-todo para lamang mawaldas o di gamitin ng DOH!” she said.

“Dahil tatalakayin na ng Kongreso ang budget para sa susunod na taon, maglagay tayo uli ng panibagong budget para sa SRA ng healthcare workers kung walang proposal ang Executive para doon,” Marcos said.

“Yung SRA para sa health workers, including meal allowances and transpo, dapat kasama sila if they are “at risk” or “in contact” with Covid-19 patients,” she said.

“Hindi na dapat pagdiskitahan ang definition dahil airborne nga yung Covid!” Marcos said.

“Maliwanag na magulo ang proseso at iba’t-ibang pahirap ang pinataw sa mga ospital – pati ba naman private hospital rinequire ng ibang DOH regional offices ng resolution ng Sangguniang Panlalawigan, bakit?!” she said.

“Imbes na suportahan ang frontliners, pinahirapan at pinatagal pa proseso. Sa Bayanihan 1, government health workers lang sinama. Sa Bayanihan 2, kasali na sa pribado. Pero mas marami pa rin ang hindi nakatanggap kesa nakatanggap!” Marcos said.
