By Prince Golez

MalacaƱang announced that the quarantine classification in Abra, Baguio City and Bohol have been upgraded to general community quarantine (GCQ) with heightened restrictions from September 24 until September 30.

Ilocos Norte, on one hand, was downgraded to GCQ from modified enhanced community quarantine, Presidential Spokesperson Harry Roque said in a press statement late Thursday.

Abra and Baguio were initially under GCQ, while Bohol was initially classified under modified GCQ.

Under GCQ with heightened restrictions, indoor dine-in services may operate at 20 percent venue or seating capacity, while outdoor dine-in services at 50 percent venue or seating capacity.

Beauty salons, beauty parlors, barbershops, and nail spas, as well as, outdoor tourist attractions may be allowed to operate up to 30 percent venue or seating capacity, with strict adherence to minimum public health standards.

Roque said business establishments with Safety Seal Certifications will be allowed to operate at an additional 10 percent beyond the prescribed on-site or venue capacity.

Meetings, incentives, conventions and exhibitions events and social events in venue establishments; and indoor sports courts and venue and indoor tourist attractions, however, remain prohibited.

“In the case of specialized markets of the Department of Tourism (DOT), such as staycations without age restrictions, they shall be allowed at such capacities, protocols and restrictions, as may be imposed by the DOT,” the Palace official said.

The GCQ with heightened restrictions status also allows the following:

-religious gatherings up to 10 percent of the venue capacity (the local government unit may increase this up to 30 percent)

-necrological services, wakes, inurnment and funerals for those who died of causes other than Covid-19

-cremains of the Covid-19 deceased (limited to immediate family members)

-interzonal travel (subject to restrictions of the local government unit of destination)

-point-to-point travel to areas under GCQ and modified GCQ without age restrictions (subject protocols and restrictions)
