President Rodrigo Duterte’s special envoy to China, Ramon Tulfo, has scoffed at Davao City Mayor Sara Duterte’s supposed arrogance about her popularity ahead of the 2022 elections.

In his Sept. 16 column for the Philippine Star, Tulfo said Sara owes her popularity to her father, President Rodrigo Duterte.
“If Sara thinks that Hugpong is a very strong party, she’s being presumptuous,” Tulfo said. “The mayor should be told that charisma, which her father oozes with, is non-transferable.”
Tulfo, who’s a long time friend of Duterte, said the “humiliation” experienced by Sara’s party, Hugpong ng Pagbabago, in Davao Del Norte in the 2019 elections is proof the mayor’s popularity doesn’t necessarily translate to victory.

HNP’s candidates for governor and congressman in Davao Del Norte’s 1st district lost to former House Speaker Pantaleon Alvarez, who ran for reelection, and his candidate, former bus conductor Edwin Jubahib.
Tulfo likewise downplayed Sara’s role in the ouster of Alvarez as Speaker.
“She may have had a hand in the ouster of Pantaleon Alvarez as Speaker of the House of Representatives and the installation of former president Gloria Macapagal-Arroyo, but that’s only because of her father’s followers in the Lower House,” he said.
