President Rodrigo Duterte defended anew his former economic adviser, Michael Yang, for helping Pharmally Pharmaceutical Corporation bag P10 billion worth of supply contracts from the government in just a year.
In a taped public address aired Saturday (Sept. 11), Duterte said there was nothing wrong with Yang’s involvement because he is a businessman.
“Itong si Michael Yang for the last 20 years negosyante ng Davao. Siya ‘yung inutusan ko initially noon when I made contacts with Chinese. Siyempre may negosyo nakikisali. Eh negosyante e. Ano magawa mo?” he said.
Duterte said he doesn’t care about Pharmally’s ability to fulfill the technical and financial requirements for government projects, adding that the company was only paid after the delivery of orders.
“What is clear is that there was a contract, there was delivery, kumpleto lahat ng specifications at quality, quantity and all. Tapos after delivery bago pa nagbayad ang Pilipinas,” the President said.
The Senate blue ribbon committee has been investigating how Pharmally won billions of pesos of contracts from the Procurement Service of the Department of Budget and Management (PS-DBM) starting 2020 when it only had a paid up capital of P625,000.
During the most recent Senate hearing Friday (Sept. 10), Pharmally president Huang Tzu Yen revealed that the company borrowed money from Yang to fulfill its contractual obligations.
He also admitted that Pharmally had no funds when it won the contracts from PS-DBM at the time it was headed by former Budget Undersecretary Lloyd Christopher Lao.
