Extending Bayanihan Act necessary, says Ping. Here’s why

Extending the Bayanihan Act may be necessary for Congress before it adjourns in early June due to the magnitude of the COVID-19 problem, Sen. Panfilo Lacson said Thursday.

Lacson said that given developments on COVID-19, government cannot see a way out of the problem by June 24, when the Bayanihan Act expires.

“I think it’s necessary. At the rate we’re going we cannot be out of this problem by June 24. The Bayanihan Act will expire June 24. And I assume Malacanang and the executive branch, they are already preparing a draft legislation to allow the President to continue enjoying the powers of realigning the budget and all other powers we gave him under the Bayanihan Act, including exemptions from RA 9184 or Government Procurement Act,” he said in an interview on ABS-CBN News Channel.

Last March 24, Congress passed the Bayanihan Act, giving President Rodrigo Duterte powers to deal with the COVID-19 crisis for three months.

Congress’ legislative calendar indicates its session will be up to June 5. It adjourns sine die June 6, and will convene again July 26.

Earlier, Lacson noted the Bayanihan Act has a life span of only three months, while the COVID-19 threat could last quite longer.

“Yung Bayanihan Act, time-bound ito. Hindi ito forever. Ito pinasa pero may hangganan… Siguro kung magtatagal pa tayo baka i-reconsider namin mag-aymenda o mag-file ng panibagong batas para mag-extend kung ilang buwan pa namin ma-extend,” he said in an interview on DZRH radio last May 3.
