Putin, Xi Jinping panis! Duterte has most rigid lockdown in the world

President Rodrigo Duterte has something to brag about when he meets up with BFFs Russia President Vladimir Putin and China President Xi Jinping.

Duterte’s enhanced community quarantine in the Philippines is the most stringent lockdown program in the world, compared to Russia and the Philippines, according to the Oxford COVID-19 Government Response Stringency Index.

Based on the latest ranking of government responses to the coronavirus from March 20 to May 18, the Philippines was first with a score of 95, which is a notch higher than Russia’s 93 and way ahead of mainland China’s 64. Taiwan has lowest score and the least rigid with 29. Higher scores indicate more or stricter policies on social distancing and travel controls.

Duterte’s lockdown, led by his trusted ex-generals in the Cabinet, covered the entire Luzon which accounted for 70 percent of the economy. With the lockdown extension to June 1, Duterte’s lockdown will clock in at 80 days or longer than Xi’s 76-day lockdown in Wuhan where the virus originated.

The government response tracker, developed by the University of Oxford and Blavatnik School of Government is a weighted score of nine indicators:
1) School closure
2) Workplace closure
3) Cancellation of public events
4) Restriction on gathering size
5) Public transport closure
6) Stay-at-home requirements
7) Restrictions on domestic/internal movement
8) Restrictions on international travel
9) Public information campaign
