Anti-terror bill draconian? Alan Cayetano tells critics: Read up!

House Speaker Alan Peter Cayetano advised critics of the anti-terrorism bill to read the proposed legislation in its entirety amid outrage over its railroading.

In a speech before the House of Representatives adjourned sine die Friday (June 6), Cayetano said the bill doesn’t target activists.

“Basahin n’yo po ‘yung batas. Bawal po y’ung mga nagdi-dissent lang o ‘yung mga nago-object lang o nagra-rally o nagpapahayag lalo sa gobyerno, bawal po silang ituring na terorista,” he said.

“Basahin natin before we criticize because ang daling sabihin eh, ‘repression’, ‘wala nang democracy”, ‘draconian’,” Cayetano added.

House Bill 6875 or the proposed Anti-Terrorism Act of 2020 expands definition of terrorism by penalizing those engaged in acts which cause death or serious bodily injury to any person, or endangers a person’s life; cause extensive damage or destruction to a government or public facility, public place or private property; cause extensive interference with, damage or destruction to critical infrastructure; develops, manufactures, possesses, acquires, transports, supplies or uses weapons, explosives or of biological, nuclear, radiological or chemical weapons; and release of dangerous substances, or causing fire, floods or explosions.

The bill allows the detention of a suspected terrorist for up to 14 days without a case filed in court. It also proposes a 12-year imprisonment for those found inciting anyone to commit acts of terrorism.
