At least one former Supreme Court justice understands the constitutionality of the proposed Anti-Terrorism Act of 2020, Sen. Panfilo Lacson noted Thursday evening.
Lacson, in a post on his Twitter account, was referring to now Marinduque Governor and League of Provinces of the Philippines president Presbitero Velasco Jr.
“I had a good speech and Q&A with governors on the Anti Terrorism Bill. Ex-SC Justice, now Gov and League President Presby Velasco Jr, 6th placer in the 1971 bar exams easily understood why the bill can pass the test of constitutionality after asking some clarificatory questions,” Lacson said.

On Thursday, Lacson delivered a speech explaining the constitutionality of the Anti-Terrorism Bill, which he had sponsored in the Senate.
Lacson also fielded clarificatory questions from the governors who attended the online forum.
This came a day after Lacson was the guest speaker at a webinar of the Management Association of the Philippines, where he rebutted the arguments of another ex-Supreme Court Justice, Antonio Carpio.
Carpio had insisted the proposed anti-terrorism measure was unconstitutional as its provisions on the Anti-Terrorism Council may open the door to abuses.
Lacson had refuted this, saying the ATC has no judicial or quasi-judicial power. He added the yarn on the ATC’s “powers” was also part of a disinformation campaign by some groups against the anti-terrorism bill.
