Senator Panfilo Lacson is not backing down from pushing for the passage of a stronger anti-terror bill despite opposition from some groups.
Lacson took to Twitter to defend the proposed anti-terrorism law, saying it seeks to protect the nation from terrorists like Abu Sayyaf and the ISIS.
“The Anti-terrorism Act of 2020 aims to secure our country and protect our people from domestic and foreign terrorists like the Abu Sayyaf and the ISIS,” he said.
The former police chief also guaranteed that civil liberties will be protected in the measure, which gives more teeth to the law against terrorism. Many groups have called on the government to junk the anti-terror bill due to concerns of potential human rights violations.
“As author and principal sponsor, I made sure that it adheres to the Bill of Rights as enumerated in the 1987 Constitution,” Lacson said.
Senate Bill No. 1083 seeks to extend the number of days a terror suspect can be detained without a warrant of arrest to 14 days, extendable by 10 days. Authorities may also conduct 60-day surveillance on suspected terrorists, which may be extended for another 30 days.
It also removed the current law’s provision on the payment of P500,000 damages per day of detention of any person acquitted of terrorism charges.
