Nasaan ang kaluluwa?! Ping scores PhilHealth’s overpriced ICT procurement

No thanks to massive overprice in its procurement of ICT equipment, the Philippine Health Insurance Corp. (PhilHealth) cost the government millions of pesos in losses, Sen. Panfilo Lacson said.

Speaking at the Senate Committee of the Whole hearing on PhilHealth corruption, Lacson questioned PhilHealth’s bid to procure network switches with a contract price of P4.814 million.

Yet, he said the market price for the items is only P939,360 – a loss of P3.878 million for the government.

“Nasaan ang kaluluwa ng mga gumagawa nito? We cannot understand who would have the heart or conscience to procure such items,” he said.

Before this, Lacson said PhilHealth procured 24 network switches for P74.3 million, or P3.09 million per unit.

Yet, a Commission on Audit report indicated the switches were found out to be unutilized, still inside their boxes.

“This is not the first time IT equipment procurement is fraught with anomaly,” Lacson said.
