May karapatang mag-protesta! Guevarra: Cops can’t disperse SONA rallies

Justice Secretary Menardo Guevarra said on Saturday (July 25) police cannot stop people from conducting protests during the State of the Nation Address (SONA) of President Rodrigo Duterte.

“The right of the people to peacefully assemble for the redress of grievances is a fundamental right protected by the constitution,” he stated.

However, Guevarra reminded the public that the country continues to suffer from the COVID-19 pandemic.

Guevarra said that time and place of protests is still “subject to reasonable regulation by the authorities in the interest of public order, health, and safety.”

“It depends on the assessment of the actual situation by the local authorities and law enforcement agencies concerned,” he added.

The Philippine National Police (PNP) has already discouraging the public from holding protests during the SONA this Monday (July 27).

If protesters insist on pushing through, PNP advised the public to hold protests at the University of the Philippines (UP) campus in Diliman.
