Only 50 percent of government workers in Metro Manila and four neighboring provinces can report to work outside their home for the duration of the modified enhanced community quarantine (MECQ).
In Memorandum Circular No. (MC) 79, Executive Secretary Salvador Medialdea directed all agencies and instrumentalities of the executive branch located in MECQ areas to adopt a skeleton workforce up to a maximum of 50 percent operational capacity.
“To ensure the continuous delivery of services in government agencies and instrumentalities; while observing the guidelines on community quarantine, there is a need to lay down the work arrangements that should be observed by government offices under MECQ,” the MC signed last August 3 read.
All agencies have also been directed to ensure that the delivery of their respective services is “not hampered or impaired.”
“Towards this end, all heads of agencies, while maintaining compliance with the operational capacity provided herein, shall adopt the most appropriate alternative work arrangements for their respective agencies, in accordance with the relevant rules and regulations of the Civil Service Commission,” the memorandum also stated.
MC 79 also “strongly” urged the offices of the legislature and judiciary, independent constitutional commissions and bodies, and local government units in areas placed under MECQ to adopt remote work arrangements.
On Sunday, President Rodrigo Duterte placed Metro Manila, Laguna, Cavite, Rizal, and Bulacan under MECQ from August 4 to 18 after exhausted health workers appealed for stricter lockdown measures to slow the spread of the coronavirus disease.
