President Rodrigo Duterte has vetoed a provision in the P4.5-trillion national budget for 2021 requiring him to report to Congress how intelligence funds were spent.
In his veto message released Tuesday (December 29), Duterte said “all activities involving intelligence gathering that have a direct impact on national security and public safety” should be reported directly to him.
“Consequently, I have to directly veto the proviso…which effectively requires the submission of quarterly reports on the use of intelligence funds to the Speaker of the House of Representatives and the President of the Senate of the Philippines,” the President said.
Duterte added that matters related to national security “are deemed confidential or classified information.”
Other special provisions vetoed by the President include those authorizing some government agencies, such as the Department of Labor and Employment and the Philippine Overseas Employment Administration, to use their income. He said these funds should go to the national treasury.
