Palace on bill seeking ABS-CBN franchise renewal: It’s a sole constitutional prerogative of Congress

Malacañang on Tuesday said the franchise renewal of ABS-CBN is a sole prerogative of Congress.

Presidential Spokesperson Harry Roque was reacting to the statement of Senate President Pro Tempore Ralph Recto that the bill seeking renewal of ABS-CBN franchise will only be passed if it has the support of the Office of the President.

“Well, again, I beg to differ. That is a sole constitutional prerogative of Congress which must originate from the House of Representatives,” Roque said in a virtual presser.

Senate President Vicente Sotto III on Monday filed Senate Bill No. 1967 renewing the franchise granted to ABS-CBN Corporation, citing the network’s “wide reach to Filipinos, alongside with the undeniable advantages of broadcast media relative to mass communication.”

It can be recalled that the House of Representatives in July voted against granting the franchise, which forced the company to wind down its operations.
