Sotto: Groups calling for overthrow of government shouldn’t be allowed to join party-list

Senate President Tito Sotto said on Wednesday that anyone working to “overthrow” the government should not be able to join the party-list system and become a representative in Congress.

Speaking at the Kapihan sa Manila Bay Forum, he said he will file a bill amending the Party-list System Act by making it clear that groups calling for a revolution would not be qualified and win a seat as a party-list representative.

“To address that particular concern of the President, what we can do is come up with a provision saying that if you are working for the overthrow of government, you cannot be qualified,” he said.

Sotto said he was not singling out the Makabayan bloc in the House of Representatives or any other sector.

“It will be the marginalized sectors that will be mentioned and qualified. Para maliwanag sa atin kung sino ang mga iyon at sino ang pwedeng mag-represent sa kanila,” he said.

President Rodrigo Duterte earlier urged Congress leaders to amend the Constitution to reform the party-list system, as he has accused the Makabayan bloc of an anti-government agenda and working for the communist leadership.
