Maraming nakapila! Lengthy plenary debates seen on Cha-Cha in House

The House of Representatives is set to start the plenary debate on the proposed amendment of the restrictive economic provisions of the Constitution on Monday.

House Committee on Constitutional Amendments chairperson and Ako Bicol Rep. Alfredo Garbin said he, House Committee on Ways and Means chairperson Joey Salceda and House Deputy Minority Leader Stella Luz Quimbo will sponsor Resolution of Both Houses no. 2.

Garbin said the sponsorship speeches will be followed by interpellation and debates.

“Maraming nakapila sa debate,” said Garbin when asked if the House can approve the resolution on Monday.

Garbin said the House plans to approve the resolution on third and final reading before the Holy Week break on March 27.

Unlike other measures that can be passed with a simple majority, Garbin said the resolution will need 3/4 votes of 300 members or 225 votes to be approved.

The resolution seeks to amend Articles XII (National Patrimony and Economy), Article XIV (Education, Science and Technology), and Article XVI (General Provisions) to encourage more foreign companies to invest in the country.

Under the measure, the phrase “otherwise provided by law” will be inserted in several sections of the mentioned articles to allow Congress to make amendments when they deemed it necessary.
