The measure designated the Department of Energy (DOE) as the lead agency on all matters concerning the LPG Industry and the Department of Trade and Industry (DTI) on matters concerning LPG cylinders and ancillary equipment.

It also sets the standards and requirements on measuring devices, cylinder seals, LPG cylinder exchange, swapping and rehabilitation, Auto-LPG and labeling requirements for LPG cylinders among others.

The bill will ban the importation of used and second-hand LPG cylinders or containers.
