Presidential Spokesperson Harry Roque on Wednesday disagreed with the suggestion of Chief Presidential Legal Counsel Salvador Panelo to charge quarantine violators with murder.
In an interview with dzRH radio, Roque said a quarantine law is needed to penalize those in violation of the quarantine.
“Hindi ko po ina-agree-han iyong interpretation ni Sec. Sal Panelo, kasi kinakailangan po ng murder hindi lang intent pumatay, kinakailangan din po ng qualified circumstances kagaya ng treachery, ng abuse of strength na hindi po natin mapapatunayan doon sa mga taong nagkakalat ng sakit,” the Palace official explained.
“Ang pinakamadali ay magkaroon po tayo ng special na batas, magpapataw ng parusa sa isang quarantine law na ang isang tao na alam niyang mayroon siyang communicable disease na nagbibigay nito sa iba ay mayroong pananagutan,” he went on.
Panelo had said that a person may be charged with murder if s/he intentional transmits the viral illness.
“Kung alam niya po, pumunta siya sa isang lugar, alam niyang may sakit siya ng coronavirus at nakahawa siya at namatay, ay ‘yan po ay talagang sadyang pagpatay ‘yan. Papasok po ‘yan sa murder sapagkat intentional,” he said.
