Palace welcomes SC ruling on ICC withdrawal

Malacañang on Thursday welcomed the decision of the Supreme Court junking petitions against President Rodrigo Duterte’s unilateral withdrawal from the International Criminal Court.

“Ito po ay patunay na hindi po kinakailangan ang concurrence ng Senado sa pagbibitiw sa International Criminal Court,” Presidential Spokesperson Harry Roque said in a virtual presser.

Roque said the SC ruling recognizes the power of Duterte as chief architect of the country’s foreign policy.

“’Yan po ay pagkilala na talagang bilang chief architect ng foreign policy, hindi pwedeng limitahan natin ang opsyon ng Presidente pagdating po sa mga tratadong napirmahan na,” he added.

In 2018, six minority senators asked the Supreme Court to invalidate Duterte’s decision to withdraw from the ICC, noting that it was “ineffective” due to lack of Senate concurrence.

The petition was signed by Senators Franklin Drilon, Francis Pangilinan, Leila de Lima, Risa Hontiveros, and then senators Paolo Benigno Aquino IV and Antonio Trillanes IV.
