May pang-ayuda! Zarate tells where gov’t can source funds for Bayanihan 3

House Deputy Minority Leader and Bayan Muna Rep. Carlos Isagani Zarate has identified a number of possible sources of funding for the proposed Bayanihan to Arise As One (Bayanihan 3).

Zarate said there can be a lot of fund sources for Bayanihan 3 to give financial aid to the people and the “real question” is if President Rodrigo Duterte and his economic managers are willing to “forego their ambitious programs and projects” to give the much needed financial assistance.

He said the needed fund for Bayanihan 3 can be sourced from the Duterte administration’s savings based on National Budget Circular 586 as well as from the 4.5 billion presidential confidential and intelligence funds and the funds from the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Zarate said the 2021 Special Purpose Fund “is a whopping P617 billion while under it the whole Unprogrammed Appropriations for 2021 is P178 billion, Contingency funds at P13 billion and NDRRMF (National Disaster Risk Reduction and Management Fund) at P 20 billion.”

“As can be seen, there can be a lot of fund sources for Bayanihan 3 as aid for our people,” Zarate said.

He also lamented Budget Secretary Wendel Avisado’s medical leave amidst the upsurge of COVID-19 cases.

“The timing is truly lamentable considering that we are on the verge of a surge of the Delta variant and about to enter another hard lockdown with the Enhanced Community Quarantine (ECQ) and people need ayuda from the government,” Zarate added.

Zarate also noted that Congress is still waiting for the Department of Budget and Management (DBM) to submit the 2022 National Expenditure Program.
