Palace orders gov’t offices in NCR to keep at least 20% skeletal workforce

Malacañang has ordered government agencies in the National Capital Region (NCR) to operate at a reduced capacity during the enhanced community quarantine (ECQ) period.

NCR will be placed under the strictest ECQ classification from August 6 until August 20 amid the threat of the more transmissible delta variant of Covid-19.

“During the period of 06 to 20 August 2021, government agencies and instrumentalities in the NCR shall remain fully operational even as the region is placed under ECQ, subject to the on-site capacity and work-from-home arrangements,” Memorandum Circular No. 87 read.

All government agencies, including government-owned and -controlled corporations must have a skeleton workforce on-site, the size of which will be determined by the head of the agency, it also stated.

Under the memo, the skeleton workforce should not be less than 20 percent on-site capacity at any given time, with the remainder being under work-from-home arrangements.

Health agencies and emergency frontline services, laboratory and testing services, border control, and other critical services, on one hand, should be allowed up to full on-site capacity.

Agency heads are also directed to submit to the head of the department exercising control or supervision over it, or to which it is attached, the specific percentage of the agency’s skeleton workforce and the arrangements to ensure continuing operation of the agency.

“There is a need to ensure the continuous delivery of public services during the ECQ period in NCR,” said Executive Secretary Salvador Medialdea, who signed Memorandum Circular No. 87 on August 3, 2021.
