Duterte demands audit of Dick-led PH Red Cross: ‘Let us be open to everybody’

President Rodrigo Duterte has asked the Commission on Audit (COA) to conduct an audit of the Philippine Red Cross (PRC), a non-government and non-profit organization chaired by Senator Dick Gordon, who is leading the investigation into the procurement of allegedly overpriced Covid-19 pandemic supplies.

In his pre-recorded “Talk to the People” address Thursday evening, Duterte said he wanted to know how the finances of the PRC were spent, accusing Gordon of using PRC, as his “milking cow” to fund his election campaigns.

“Ang gusto kong makita ‘yung audit talaga ng totoo ng Red Cross. And maybe I will demand, the executive department will demand that we be furnished copies of your audit taken by COA, and COA to give us the copy so that we can review also what you have audited at tingnan ba namin kung tama o hindi,” the Chief Executive said.

“Mas mabuti na ‘yang ganoon. Let us be open to everybody. You open your books and I open mine. And you can read all what is entered there, and I also examine what you have done so that it will be a fair scheme for everybody,” he added.

The Constitution and existing laws mandate COA to audit all government agencies, including government-owned and controlled corporations with original charters.

Section 7 of Republic Act No. 10072, on one hand, requires the PRC to submit at the end of every calendar year an annual report containing its activities and showing its financial condition to the President
